1.2 Bidding conditions
This bidding project has been approved by China Guodian Group and the construction fund is self-funded. The project has already met the conditions for bidding and the project is now undergoing an open tender.
1.3 Project Overview and Bidding Scope
The scope of the tender is the heating and energy-saving EPC transformation project of No. 2 unit of Guodian Longhua Yanji Thermal Power Co., Ltd. For details, see the relevant provisions of the second volume of the bidding documents.
1.4 Qualified bidder qualification requirements
1.4.1 Qualifications and performance requirements of bidders (must meet the requirements in the following table. If this is not consistent with the requirements of other parts of the bidding documents, this article shall prevail).

2. The bidder must have the total contracting performance of two low-level energy-saving or high-pressured heat-supply technical transformation of 200MW and above grade units in the past five years. The bidder shall provide a scanned copy of the performance contract similar to the bid invitation, must include the contract cover, supply/renovation/maintenance scope or technical agreement, duration/delivery date, contract signature/stamping page, not provided according to the above requirements. The performance document is invalid.
3. Accept Consortium bids and provide consortium agreement documents.
Note: 1. Performance recognition principle: the bidder must provide a copy of the contract (to meet the requirements of 1.4.1 on contract performance) and a user certificate signed by the end user (the name of the project, the time of operation, and the name of the unit). Bidders can refer to the template provided in the appendix. If the bidder fails to provide performance according to this requirement, its performance is invalid. The authorization of the commissioning time is based on the commissioned time stated in the user's certificate, and the starting and ending time of the performance is recognized as the date of operation and the deadline for the submission of the bid document.
1.6 Selling Bidding Documents:
The tender documents are purchased using the online payment model (wireless transfer, online banking transfer, on-site cash payment and other purchase methods are not accepted). The system also supports corporate online banking payment and personal online banking payment.
1.6.1 If purchased through a company account, company accounts must have online banking capabilities. When online payment is made, this website will be redirected (linked) to the bank website selected by the purchaser.
1.6.2 If purchased through a personal account, it will be considered that the purchaser has obtained authorization from the company and is equivalent to a company purchase. Before you purchase, verify that the online payment limit of your bank card is not less than the selling price of the bidding documents, so as not to affect the purchase of the bidding documents.
1.6.3 The bidder must be the bidder. The basic information such as bidder's name, correspondence address, contact person, and contact information that the potential bidder fills on the platform must be accurate, and the information of the entire bidding process should be published and contacted.
1.6.4 After successful payment, bidders directly download the electronic version of the bidding documents from the Internet. The tenderer/bidding agency does not provide any paper tender documents. Successful payment means that the tender documents have been sold. Except for the reasons of the tenderer or the bidding agency, the tender documents will not be refunded once sold.
1.6.5 The bidding agency will mail the commercial invoice for the bidding documents to potential bidders as soon as possible according to the mailing address filled in when purchasing the bidding documents.
1.6.6 If the bidding document fails to be purchased or other problems, please contact customer service center.
1.7 Sale of Bidding Documents Time: From February 14th, 2017, 09:00 to February 20th, 2017, sell tender documents within 16:00.
