The "Measures" clearly stipulates the use and management of air-conditioning, hydropower, office supplies, buses, etc., and require that the air-conditioning temperature settings of public institutions in summer should not be lower than 26°C, and the air-conditioning temperature settings in winter should not be higher than 20°C; and central heating and central air-conditioning should be used. No separate electric heating, air conditioning, etc. equipment shall be used in the building.

At the same time, it is also ordered that public agencies establish reclaimed water recycling systems and rainwater collection systems in accordance with the regulations to make full use of recycled water and rainwater. It is forbidden to use vehicles for non-public use purposes, and to enforce the official parking suspension system for holidays. Strengthen the use of lighting system management, in accordance with the relevant provisions of night lighting, strict control of external flood lighting and exterior decorative lighting.
