2017 charging pile construction will structurally accelerate financial subsidies to the charging facility

The production and sales volume of new energy vehicles in China has increased year by year. According to the China Association of Automobile Manufacturers, in 2016, new energy vehicles produced 517,000 vehicles and sold 507,000 vehicles, an increase of 51.7% and 53% year-on-year, and the number of possessions exceeded 1 million. According to the plan, 100,000 scattered public charging piles and 860,000 private dedicated charging piles will be built in the same period. However, from the published data, as of the end of 2016, there are 150,000 public charging piles and 80,000 private dedicated charging piles. The construction speed is obviously not as expected.

"At present, there are still many factors affecting the construction of charging facilities, which seriously affects the speed of its advancement." Shen Jianxin, deputy director of the marketing department of State Grid Corporation of China (hereinafter referred to as "State Grid"), told reporters that the State Grid has built 22,000 charging piles in 2016. In total, more than 40,000 charging piles have been built, forming a “faster, six horizontal and two rings” covering 14,000 kilometers, 13 provinces, 95 cities, and a fast-charge network of expressways. At the same time, electric vehicles have been piloted in various cities. The main problem of the construction and renovation of the charging infrastructure is that the old community has different property rights, and the residents have to install the charging piles. It is more troublesome to obtain the consent of these property rights units.

At the same time, charging facilities are currently difficult to make profit, and it is also a factor that restricts social capital investment. Since the State Grid opened its charging facility construction market in May 2014, companies have squandered. The first private enterprises occupied the market by burning money. Later, state-owned enterprises and central enterprises also acted.

According to data provided by State Grid, 60,000 of the 100,000 charging piles on its Internet of Vehicles platform belong to social capital. "Now our profit is mainly through the opening of the car networking platform, online and offline services to charge some fees, because China's electric vehicle industry is still in the early stage of development, equipment utilization is relatively low, the operation is difficult to profit in the short term." Shen Jianxin disclose.

Zheng Jiejie, deputy director of the National Energy Administration, also believes that the construction of charging facilities in residential areas is relatively slow. Because of the lack of some special planning guidance, there are problems in some places where staking and blind paving. However, some charging facilities still have incompatibility, and there are still barriers to payment and information sharing among operators. The level of interconnection and interoperability is still relatively low. On the whole, the industry is in the incubation period and the business model needs to be innovated.

According to media reporters, relevant ministries and commissions are further studying policies to solve the above-mentioned series of problems. According to the plan, in 2017, China will strive to add 800,000 new charging piles, including 700,000 special piles and 100,000 public piles. In terms of the total number, the number of new charging piles is nearly four times that of the current holdings, and most of the 700,000 special piles will provide charging services for enterprises and government-specific vehicles. At present, the National Energy Administration is accelerating the research and formulation of relevant policies for the construction of charging facilities for enterprises and the government's own parking lots.

At the same time, the National Energy Administration also proposed that the industry will be guided to explore a reasonable business model, strict implementation of preferential electricity prices, financial subsidies will be tilted from car subsidies to charging subsidies. "The breakthrough of the operating profit model and subsidies will stimulate the charging market, especially the enthusiasm of the residential community and the internal parking lot charging market. In 2017, the construction of charging facilities will be structurally accelerated." Wu Haibin, an analyst at Huaan Securities, said.
