Oubei will build a tripartite manufacturing base

However, in the current industrial structure of Minbei, automobiles accounted for 58.9%, electronics accounted for 13.2%, equipment accounted for 10%, textiles accounted for 5.9%, raw materials accounted for 3.8%, medicine accounted for 1.6%, and other accounts for 6.6%. "The automobile industry accounts for a relatively high proportion, and the regional industry has a very obvious singleness and must be resolved."

As a result, the zone will be oriented to industrial clusters and plan the layout of electronic industrial parks and smart equipment industrial parks. The goal of the district is that by 2020, the industry will develop from the current auto industry “out of the blue” to the “three pillars” of automobiles, electronics and equipment, and change the irrational predicament of the economic structure. By that time, the automobile output value will reach 300 billion yuan, accounting for 40%; the electronic output value will reach 200 billion yuan, accounting for 30%; and the equipment output value will reach 150 billion yuan, accounting for 20%.

At the same time, in order to encourage industry to become bigger and stronger, Oubei will also explore innovation-driven forms of implementation from two perspectives.

The first is to explore the separation of R&D institutions from the enterprise's parent company and become an independent legal entity, from a cost center to a profit center. By 2016, it will strive to introduce and cultivate more than 100 independent R&D companies.

The second is to encourage the development of start-up incubation bases that integrate start-up companies and venture capital companies, and support college students, scientific researchers, and government officials to “start the sea” to establish small- and micro-technical companies, and actively introduce venture capital funds and private equity funds to establish business bases. To form an ecological chain that integrates physical projects with various types of funds, and strive to reach an average of 20 market players per 20 people by 2016. The number of market players will reach 100,000. The average annual growth rate of R&D expenditures for industrial enterprises will exceed 25%. .
